SIS Commenced in Butuan City
As a proactive response to improving its public accountability and transparency, the Sangguniang Panlungsod Office of Butuan City accepted the installation of the Sanggunian Information System, or SIS on October 28, 2010.
The system, which is a project of the Department of the Interior and Local Government (DILG) shared with all local government units which express an interest to utilize its IT advantage, was installed at the IT Unit of the SP Office by DILG – Caraga Region Local Government Operations Officers (LGOO) V Ray Gregory F. Jaranilla and Jeffrey A. Ramo, who gave the office a free installer CD of the program, together with a softcopy of the manual and installers of requisite programs.
Aside from the program, they guided the SP Staff through the step-by-step process of activating the system in the first computer programmed with it. When it was activated, they were oriented on how to access the system, and how to input information in its menu buttons, such as Members and Terms, Committees and Sessions, Ordinances and Resolutions, and Reports, which provide complete data for a specific option, and are readily printable.
They were also introduced on the various levels of access. A super administrator has access to edit all information in the system, while other users may have the license to add, but not delete information through their respective workstations, and some others have nothing more than a merely viewing capacity.
To better comprehend how to operate the SIS, the SP Staff raised various relevant questions, which made them understand the benefits as well as the limitations of the system. Among others, the staff learned that the system automatically identifies and rejects entries beyond the 3 consecutive terms allowable per official for a position; that information per window is confined within a given term, so a user has to print two or more different and separate reports for information that are taken from different terms; and that to avoid mistaking a mere absence of an SP Member as a dereliction of duty, a remarks column must be filled out to specify if he is on official business or travel, or on sick leave.
At its nascent stage, the SIS will still be further studied by the SP IT Staff for mastery. Additional PCs will also be needed so to network the system, one of which will be installed at the Records Section which directly interacts with the public clientele and shares with them various information that answer their respective concerns.
