General Function:

To enact laws, ordinances and resolutions

Objectives:

To initiate and declare policy of the City Government and to enact laws necessary and proper to provide for health, safety, protect the property, improve the mo-rale, peace and order, comfort, and convenience of the people of the city.

To enact ordinances which may levy taxes to raise the necessary funds for the operation of the people of the city.

To authorize the General Fund Budget, Supplemental Budgets, Plantilla, and enact ordinances, resolution, for the operations of government services; and

To assist the Honorable City Mayor in its policy Formu-lation and program implementation by enacting the ap-propriation ordinances and resolutions.

Office Function:

Approves ordinances and passes resolutions necessary for efficient and effective city governance.

Generalize and maximize the use of resources and re-venues for the development plans, programs, objec-tives, and priorities of the city as provided for under Section 18 of R.A. 7160, with particular atten-tion to agro-industrial development of countrywide growth and progress.

Subject to the provisions of Book II of R.A. 7160. enacts ordinances granting franchise and authorizing the issuance of permits and licenses, upon such con-ditions and for such purposes intended to promote the General Welfare of the inhabitants of the city.

Regulate activities relative to the use of land, buil-dings, and structures within the city in order to pro-mote the general welfare.

Approves ordinances which shall ensure the efficient and effective delivery of the basic services and fa-cilities as provided for under Section 17 of RA 7160.

Exercises such other powers and performs other duties and functions as may be prescribed.
