New Policies Address Pressing Needs
In its 5th Regular Session conducted August 03, 2010, the 12th Sangguniang Panlungsod enacted crucial measures for the further development of the city in different respects.
It enacted SP Resolution No. 66-2010, which requested the Housing and Land Use Regulatory Board Central Office to re-establish a Butuan City-based HLURB Field Office for the entire Caraga Region. This is a countermove to the national order decreed on June 01, 2010, which merged the local field office and that of Region XII based in Pagadian City with the field office of Region X in Cagayan de Oro City.
This move was made so to maintain the efficiency of executing housing and subdivision development projects within the city and the entire Caraga Reigon, which so far has been compromised due to the many transactions HLURB Region X Field Office has been facing from three different regions.
Another measure adopted was SP Resolution No. 67-2010, which authorized the hiring of a consultant to help the city revise its Comprehensive Land Use Plan and Zoning Ordinance.
With the presence of a high-caliber consultant deeply involved in this tedious and most vital work, the city will be better assured that it can maximize the benefits to be derived from its land resources, without prejudice to the environment and other crucial considerations.
Finally, the Council has enacted SP Resolution No. 68-2010, which ratified Mayor Amante’s signature in a Memorandum of Agreement with the Philippine Institute for Development Studies (PIDS), represented by President Josef T. Yap, which was perfected on July 29, 2010.
PIDS has been offering libraries of local government units and universities and colleges throughout the country a PIDS Corner, a mind-enriching repository of knowledge vital to many stakeholders, free of charge. Once open to the public, it will be a rich resource area of reading materials and research outputs, such as books, journals, discussion papers, policy notes, newsletters, et al, that educators, students, and any knowledge-hungry individuals can browse on for free.
Apart from this, the PIDS will furnish it with new materials from time to time; regularly inform the library of resources available online at the official PIDS website to complement with existing information at the PIDS corner; and possibly provide a computer to aid students and researchers in their research needs.
From its end, the City Government shall prepare a special PIDS Corner equipped with shelves for its materials to be properly placed, catalogued, and displayed; shall keep them in good condition with diligent upkeep; disseminate to the public its availability for people to peruse its existing reading materials; and provide the PIDS a short annual report on the usage and access made of the PIDS materials for both parties to determine their usefulness and relevance.
As knowledge is power, this PIDS Corner will be one helpful addition to the learning empowerment of the local stakeholders.
