Mortuary Assistance Coverage To Benefit Retirees
Since 1989, the City Government of Butuan has been extending mortuary assistance to the bereaved families of its officials and employees. This was enforced by SP Ordinance No. 717-1989, “AN ORDINANCE ESTABLISHING A MORTUARY AID SYSTEM IN THE CITY GOVERNMENT OF BUTUAN AND FOR OTHER PURPOSES,” approved on February 6, 1989.
To fund the program, a deduction of one-half percent of the basic monthly salary of all incumbent officials and employees, both permanent and casual, is imposed. The proceeds of the deduction are then granted to the families of the deceased official or employee, so to augment their resources relative to wake and interment arrangements. Beneficiaries of this system are officials and employees who pass away while still in active service to the City Government.
To augment the coverage of this system, the 12th Sangguniang Panlungsod enacted SP Ordinance No. 3744-2011. Under this amendatory ordinance, a provision is added concerning retired officials and employees. The said proviso states, “that appointive and elective officials, and employees of the City Government of Butuan who have retired from service, shall also be covered by this mortuary aid system, in the amount equivalent to 1/4 of 1 percent of the basic monthly salary.”
An additional proviso states that this benefit is only available to the retiree if he/she “was actually serving in the City Government of Butuan at the time he/she retired.”
To secure this benefit, the beneficiaries of the deceased retiree must present an authenticated death certificate issued by the Office of the City Civil Registrar and the approved retirement documents.
