Vision: A city whose civil register is fully established wherein acts, events, legal instruments, court decrees and other laws concerning the civil status of persons are duly recorded; safely kept; properly maintained and sustained.

Mission: The Civil Registry Office of Butuan City, being the major city in Caraga Region shall: Take the lead in establishing a complete record of vital events for its citizenry. Serve as the city’s depository of vital records affecting the changes in the civil status of its citizenry from birth to death; and such other changes that may occur during the lifetime of its constituents. |

General Function: Recording of vital events and other documents affec- ting the civil status of persons in city. Objectives: To ensure full implementation of laws, policies and systems of Civil Registration which is essential to the effective and efficient delivery of public service, with a priority consideration for the sectors in the society with the highest number of unregistered children and the hard to reach areas like the muslims, indigenous peoples and children in need of special protection. |
Office Function: As the implementing arm on Civil Registration in Butuan City, the Office of the City Register carries out the continuous, permanent and compulsory recording of vital events occurring in the life of an individual such as birth, marriage and death, as well as all court decrees and legal instrument affecting his civil status, in appropriate registers as mandated by act No. 3753, the Civil Registry law and others laws enacted for the purpose.
