Illegal Checkpoints given Ultimatum

In a hearing conducted by the SP Committee on Police and Public Order on July 20, 2010, it was confirmed that illegal checkpoints and monitoring stations for forest products do exist within Butuan City.

 
In the said hearing, the concern of the wood industry operators and businessmen was raised, particularly on the presence of many checkpoints, where they are asked for payments even with complete papers, and will have to negotiate with inspectors if with incomplete documents.
 
With the status quo of extortion, suppliers cannot recover their capital, and may just transfer their business elsewhere, causing the local wood industry to die. This leaves the City Government the responsibility to coordinate with the Department of Environment and Natural Resources – Caraga Region and the Philippine National Police – Caraga Region on getting those questionable checkpoints identified, which are illegal and from where wood businessmen are extorted.
 
To help counter the struggling economic status of small-scale and medium-scale sawmill industries, and of businesses on forest products, the Sangguniang Panlungsod enacted SP Resolution No. 054-2010, to earnestly request the Caraga Regional Offices of the Department of Environment and Natural Resources and the Philippine National Police to immediately dismantle all illegal checkpoints and/or monitoring stations for forest products operating in Butuan City.
 
As the work to eradicate these felonious activities is still not over, the SP Committee on Police and Public Order is to convene after the submission of position papers by the concerned agencies and entities within two weeks.
