General Function:

Issue summons, file and prosecute cases in court and act as Legal Counsel of the city.

Objectives:

Render timely legal assistance to the local government unit concerned or any official thereof and prepare necessary pleadings, answer and others in relation thereto.
Render legal opinion in writing whenever necessary to expedite the passage of ordinances and or other mea-sures relevant to the governance of the local govern-ment unit.
Conduct legal research pertinent t othe legality of proposed ordinances and resolutions and review con-tracts whether or not they beneficial to the city in the implementation of its priority agenda.
Conduc investigation of erring government officials and employees in accordance with existing laws and file appropriate charges against them if the evidence warrants.
Coordinate with the local chief executive in the adop-tion of measures in line with the executive agenda.
Prepare and file ordinance- related cases and viola-tions on the building code in the court within the allowed reglementary period to avoid estoppel on laches.

Office Function:

Represent the local government unit in all legal actions wherein the local government unit or any official thereof, in his official capacity, is a party;

Render his opinion in writing on any question of law when requested to do so by the city mayor or sanggunian.

Draft and review ordinances, contracts, leases and other instruments involving any interest of the local government unit and provide comments and reco-mmendations on any instrument already drawn.

Investigate any local official or employee for adminis-trative neglect or misconduct and recommend appro-priate sanctions.

Recommend measures to the sanggunian and the city mayor as the case may be on all other matters related to upholding the rule of law.

File ordinance – related violations and National Building Code violations in court and signs Eviction Notices and closure Orders in behalf of the City Mayor.
