General Function: To provide a shelter program for the homeless po-pulation for the acquisition of homelots and decent dwelling at affordable cost. |
Vision: Uplifted poorest among the poor standard of living; maximized involvenebts if City Government, Civil Society Organizations and private sector in socialized housing; enhanced people and community participation in shelter development and operationalized urban land development framework.
A Commitment to promotion of social well being of its inhabitants, and in pursuit thereof, the shelter program shall be geared primarily for the poorest among the poor acquisition of home lots and decent dwelling at affordable cost. Toward this end, formulation of finan-cing strategies, comprehensive housing development plans, including components related to income gene-ration and continuing education for program bene-ficiaries while putting in place controls over migrants' occupation of danger zones and public and private properties shall be pursued. Objectives: To provide assistance to the informal settlers for ac-quisition of home lots and decent house and affordable cost; Formulate housing dev`t. plans and strategies affordable to target beneficiaries in pursuit of the goal in eradicating settlement in blighted areas and danger zones; Keep perpetual inventory of information sett-lers and formulate measures to control influx of mi-grants settling in blighted areas and danger zones; Institute educational skill trainings in pursuit of human resource dev`t. for economic productivity and live-lihood enhancement of urban poor population; Provi-ding other information and coordination programs as laid down in RA 7279 otherwise know as Urban Deve-lopment and Housing Act of 1992. |

Establishing network of community organization assis-tance, cooperation between the city government and the community homeownder's association and agen-cies whose functions and objectives are related to housing development; Instituting educational programs for the human re-source development and skills enhancement training; Acting as secretariat to the different existing commi-ttees related to housing; Providing administrative services for personal action, logistics, records keeping, collection of financial obligations; Provide other information in coordination with programs laid down to R.A.7279, otherwise known as Urban De-velopment and Housing Act. of 1992.

Programs: BALANGAYAN BUTUAN (BB)- A City Government-led Multi-Sectoral Shelter Program prioritizing the 6,888 families displaced by the CARBDP that adopts three (3) housing schemes: BB- Gawad Kalinga; BB- Habitat for Humanity; BB-CIGLA. CIGLA- A product of land banking, the City Govern-ment Lot Acquisition (CIGLA) scheme enabled the LGU to individual award lots from among its 51 existing sub-division to its poorest among the poor. CMP- Co-implemented by the City Government as one of its accredited "originators", the Community Mort-gage Program (CMP) of the National Home Mortgage Finance Corporation offers house and lot acquisition to qualified socialized housing beneficiaries. DPS- Uniquely Butuan, the Direct Payment Scheme (DPS), fast tracts the lot acquisition process as the City Government serves as financing window to this socialized housing scheme. NHA Joint Venture- A site developmet partnership of the LGU with National Housing Authority ( NHA), having accessed the latter's Resettlement Area Program (RAP). GLAD- Facilitated by the City Government, the Group Land Acquisition and Development ( GLAD) program of the Home Development Mortgage and Finance or PAG-IBIG offers lot acquisition, development and housing unit construction to qualified and organized Pag-Ibig members. |
