OFFICE OF THE ENVIRONMENT AND NATURAL RESOURCES

General Function:

Democratizes the use of public lands to promote equi-table distribution of forest bounty under the steward principle;

Ensure the delivery of basic services and provision of adequate facilities concerning the environment and natural resources, particularly in the renewal and re-habilitation on same during and in aftermath of man-made and natural calamities;

Controls if not eliminate noise pollution and air pollu-tants as caused by motor vehicles and business esta-blishments;

Promotes small-scale mining and monitors sand and gravel concessions, industrial/ Agro-industrial esta-blishments and other environmental related projects;

Adopt and implements and other environmental related projects;
Assists the DENR in the implementation of other fores-try and environmental laws, such as ECC monitoring and apprehension of illegal transport of logs and cut-ting of trees.

Management of Tree Parks, Greenbelts, Mangroves and other tourists attraction areas;

Regulation of flora outside protected areas including industries and business engaged in propagation & de-velopment such as orchidaria & nurseries;

Maintain City’s cleanliness, beautification and protection of city streets, roadways and sidewalks including waterways.

Mission:

The CITY ENVIRONMENT & NATURAL RESOURCES OF-FICE ( CITY ENRO) in close coordination with the con-cerned agencies and the civil society shall strictly im-plement Tree Plantation activities, sound Ecological Solid Waste Management, Environmental Laws/ Or-dinances and regulate Small-Scale Mining Through co-mmunity mobilization and provision of technical assis-tance.

Objectives:

General: Attain efficient and effective implementation and administration of the devolved Environmental & Natural Resources functions, programs and programs within the territorial jurisdiction in the City of Butuan.
Specific:

1. Provide efficient and effective delivery of the basic services as orderly enumerated under the Local Government Code.
2. Develop and implement plans and strategies for the protection/ safe guarding, utilization and conservation of the city’s environment and natural resources program and project.
3. Subsequent enforcement of forestry laws limited to community based forestry projects, pollution control, small scale mining, solid waste management, and other laws in the protection of the environment.
4. Initiate and issue order of payments for fees and other related charges to be collected by the treasurer in the utilization and development of the city’s natural resources products.
5. Assist the city government in identifying other environment and natural resources related opportunities which shall provide and generate more income and revenues for the city government.
