City Assessor's Office Conducts General Revision of ASSESSMENT AND PROPERTY CLASSIFICATION PROJECT

The City Assessor’s Office, under the leadership of Dr. Aurora G. Zaportiza, City Assessor assisted by Mr. Manuel R. Radaza, Assistant City Assessor for Operations, conducted the General Revision of Assessments and Property Classification Project which started on July 16, 2008 and completed on December 31, 2008.

It is aimed to give the appropriate value and classification of the real property based on the Schedule of Market Value approved under SP Ordinance No. 3373-2008 on September 11, 2008. It is a tax measure that can generate fund for all determined programs on service delivery to the public and development projects of the present administration.
 
The project was successfully completed within six (6) months time. The shortest possible, it is because of the Real Property Tax Information System (RPTIS). The automated system (RPTIS) has several features that include General Revision Module which serve for updating and preparation of Schedule of Fair Market Values.
 

Sec. 219, R.A. 7160. General Revision of Assessments and Property Classification.

The provincial, city or municipal assessor shall undertake a general revision of real property assessment within two (2) years after the effectivity of this Code and every three (3) years thereafter.

 
Based on the records of the office, there is an increase of Php 383,209,074.00 total taxable assessments comparing the taxable assessments before the project with was Php 2,453,951,495.00 total taxable assessment and after the project which registered Php 2,837,160,569.00 total taxable assessment.
 
increase is minimal because the total taxable assessment after the project is only 40% of the increase of the 2008 Assessed Value over the 1994 Assessed Value. The said staggered basis for real property tax collection effective 2009 of the General Revision of Assessments and Property Classification Project is implemented per SP Ordinance No. 3433-2008.
 
 
But this gives a decrease of 1,520 parcels comparing it before the project which had 79,323 parcels and after the project which was 77,803 parcels. This is due to the non-existing buildings which are already demolished or burned down, machineries that are already detached, condemned or sold by the owner and duplication of ownership of lands which are already cooperated settled through court order.

Excerpt from Sec. 1 of SP ORD. NO. 3433-2008.

“The Schedule of Market Values and Assessment Levels herein fixed shall be applicable for the year 2008 General Revision of Property Classification and Assessments shall be implemented on a staggered basis until succeeding General Revision pursuant to the provision of R.A. 7160, otherwise known as Local Government Code of 1991, to wit

Year 2009 . 2008 Assessed Value plus 40% of the increase over the 2008 assessed value.

Year 2010. 2008 Assessed Value plus 80% of the increase over the 2008 assessed value.

Year 2011. 2008 Assessed Value plus 100% of the increase over the 2008 assessed value”.
