Children’s Nutritional Needs Augmented
As a proactive response to reducing cases of malnutrition among the very young children of this city, the 12th Sangguniang Panlungsod enacted on May 23, 2011 SP Resolution No. 410-2011, “A RESOLUTION AUTHORIZING HIS HONOR, MAYOR FERDINAND M. AMANTE, JR., TO ENTER INTO AND SIGN A MEMORANDUM OF AGREEMENT BY AND BETWEEN THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) AND THE CITY GOVERNMENT OF BUTUAN, RELATIVE TO THE “SUPPLEMENTARY FEEDING PROGRAM,” AND FOR OTHER PURPOSES.”
As stated in the MOA, the said program refers to “the provision of food in addition to the regular meals, to currently enrolled day care children as part of the DSWD’s contribution to the Early Childhood Care and Development (ECCD) program of the government.”
Under this agreement, the DSWD Caraga Regional Field Office will manage and coordinate the regional implementation of the program; designate a focal person for the program to provide guidance and technical assistance to the Social Welfare and Development Officers and Daycare Workers in the implementation of the program; release funds to the city in tranches; assist in the orientation of stakeholders on the objective, mechanics, and their roles and responsibilities in the program; monitor and respond to urgent concerns of the city; consolidate the city’s program data and submit quarterly progress report to the Program Management Bureau (PMB); submit quarterly physical accomplishment and financial report on the utilization of funds to the PMB and Financial Management Service; and conduct a regional implementation review at the end of the implementation period.
In its own end, the city will supervise the implementation of the program at daycare centers; designate the City Social Welfare and Development Office as focal office for the feeding with the task of providing guidance, technical assistance and support to the Day Care Workers and Parents’ Groups, in coordination with the City Nutrition Officer;
This program especially provides for the participation of a Day Care Service Parents Group, or DCSPG, under the supervision of the city. This group is tasked to facilitate the organization and election of its own set of officers, and manage and implement the daily feeding of the daycare children according to the guidelines and protocol of the program.
